In the scenario that you have not yet been assigned to a project and are still on the bench, you will most likely receive the lowest rating, just short of being dismissed.
Just a quick suggestion if you find yourself in such a situation and are offered a project in a location other than your top three picked areas, TAKE IT. Whatever work you find there will be preferable to sitting in use, and it may lead to other opportunities and relations.
