An interview with HR is all about you. Your interviewer will ask you questions about your background, interests, hobbies, strengths, and shortcomings, among other things.
Conversely, technical interviews are conducted specifically in a certain field. Thus, the questions here would be about the subject matter of your course or the job that you are looking for. For instance, in a technical interview, questions about your history in mechanical engineering will be asked if you are seeking for a position at a manufacturing and are a mechanical engineer. Code, Java, or any other language, among other things, would be the subject of questioning if you were seeking for a job as a software developer at an IT company.
