Yes, the first two promotions are given by default to new hires.
A new hire starts out as an assistant system engineer-trainee.
Following the first year, he or she is promoted to assistant system engineer.
However, depending on a number of variables like performance, availability, or dependency, someone who starts as experienced may or may not get promoted.
